General Obedience, plus Specialization in Behavioral Modification
One of the reasons I love working with rescue dogs is that they’ve had tough lives. Now that they’ve found a family to give them their forever home, I like to help those families integrate those pups into their lives — so they can live a fulfilling and fruitful family life together.
And I’m not just a behaviorist — general obedience is where every partnership begins. From puppies to seniors, I teach the everyday essentials: loose-leash walking, coming when called, place, sit, down and calm greetings — the communication and manners that make life with your dog easy at home and everywhere you go together.
Behavioral modification is the heart of what I do. Working one-on-one with both dog and owner, I take the behaviors that make life hard at home and replace them with calm, confidence and trust — the same approach I’ve used with rescue dogs and the families who adopt them for more than twenty years.

01About Us
Expert Dog Training with Over 20 Years of Experience
Capitol Hill Executive K9 Services, founded by Xavier Agnelli, provides specialized dog training that goes beyond traditional methods. Our approach is built on three core principles: extensive experience, strong partnerships, and a unique blend of training philosophies. With over two decades of experience in dog training and law enforcement, Xavier is also a certified Dog Handler for the Humane Rescue Alliance (HRA), demonstrating his dedication to animal welfare and professional excellence.
Our collaboration with renowned trainer Ethan Hall of Capitol Canine Services elevates our training to the next level, while our integration of Western and Eastern methodologies, including the NePoPo system and martial arts techniques, ensures personalized and effective training for every dog and owner. Servicing Washington DC, Maryland, and Virginia.
02Training Philosophy
A Balanced Approach for Every Dog
Our unique training philosophy is a hybrid of Western and Eastern techniques, combining the NePoPo (Negative-Positive-Positive) method with traditional command-driven training. By understanding the individual needs of your dog and involving you, the owner, in the process, we create lasting behavioral changes. Xavier Agnelli uses his martial arts experience to cultivate a calm, disciplined environment where every dog can thrive—what we call turning your pup into a ‘Puppy-Ninja.’
Beyond basic obedience, our philosophy emphasizes the importance of mental and emotional well-being. We believe that a well-trained dog is not just obedient but also confident and relaxed. By integrating elements of Zen philosophy, we help your dog develop self-control and resilience, making interactions with people and other pets more harmonious. Our goal is to help you build a deep, trusting bond with your dog, grounded in mutual respect and understanding.
03Behavior Solutions
Tailored Training for All Ages and Behaviors
No dog is too old to learn! At Capitol Hill Executive K9 Services, we believe that every dog is unique, which is why we customize our approach based on individual needs. We address issues like nervousness, aggression, and excessive barking by working one-on-one with both the dog and its owner.
Whether it’s basic obedience, socialization, or behavioral modification, we will help you and your dog find lasting solutions. We don’t just train the dog—we guide you as the parent to ensure long-term success.
04Advanced Training
Elite-Level Training with Capitol Canine Services
For dogs that have mastered the basics, we offer advanced training to take their skills to the next level. Our partnership with Ethan Hall of Capitol Canine Services, a graduate of the Canine Academy for Dog Trainers, ensures your dog receives the highest level of training. Together, we provide customized advanced programs in scent detection, protection training, search and rescue, and agility — for working dogs, competitive teams, and family dogs ready for the next level.
Our advanced programs are designed for dogs with specific goals or challenges, including those preparing for competitive events or working roles. Scent work sharpens your dog’s extraordinary nose; protection training builds control and confidence; search and rescue turns instinct into a life-saving skill; and agility develops athletic precision and deep handler focus. Using advanced NePoPo techniques and targeted training exercises, we help your dog achieve peak performance and become a trusted, reliable companion.

Every program is built on obedience first, so control is never in question.
